The government has no proposal for holding talks with Mizo National Front leader Laldenga in view of the ban on his organisation and the Mizo National Army.

Minister of state for home Ram Dulari Sinha told that the ban was in view of the unlawful activities carried on by the Mizo National Front.

The minister said the government of Mizoram had taken steps to ensure that these organisation did not indulge in illegal tax collection or harassment of people, and that cases were registered whenever such incidents were reported.

Cheraw dance of the Mizos
(NEWS TIME: 26 March, 1984)

The long bamboo poles held by the girls clash rhythmically as they form squares into which the dancers step in and move with a certain sinuous grace as they perform the 'Cheraw' dance. The gaily col¬oured cloth wrap-around petticoat-like skirt called the 'Punachei' and the front-open blouse called the 'Kawrechi' add just the right touch to this graceful dance.

The Cheraw dance is per¬formed to drive away a spirit called 'Khawring' which is said to have a penchant for possessing women. But these days the Mizos, who were animist and are now Christians, perform the dance on ceremonial occasions. Because bam¬boos are used, it is wrongly called ‘bamboo dance’.

Cheraw calls for great al¬ertness and agility from the dancers apart from an inherent sense of rhythm. But then dance and music are a part of the lifestyle of the easy¬going Mizos. They make fine handicrafts like bas¬kets and earthen pots.

They also make an intox¬icating drink called 'Zu' which is made from rice. Until the uprising of March 1966, hardly any¬thing was known about the Mizos. Mi means 'men' and Zo means ‘hill’. Mizo meaning 'hill-men'. Their's is a casual lifes¬tyle which would have been approved by Kerouac himself. They are a patriarchal society. There is ban on a man marrying outside his clan and there is no ban on divorce.

If anyone wandering in the Mizo hill hears the rhythmic clash of bam¬boos, then he can be sure that a Cheraw dance is in progress somewhere in Mizoram.

Mizoram polls likely to spring surprises

The Mizoram Assembly elections in April can spring many surprises. The possibility of various dissimilar elements coming together for limited purposes is not ruled out.

Laldenga's son Mr David Danmawia’s "hobnobbing" with the Congress (I) is an indication of this. Whether he has joined the party or not, he was prominent among the organizers at Aizawl for the recent general conference of the north eastern Congress (I) co-ordination committee which was addressed by Mr Rajiv Gandhi. Mr Danmawias had his college education in New Delhi during the years of protracted negotiations between the Centre and Laldenga.

The Mizo Church leaders, who met Laldenga in London sought a meeting with Mrs Gandhi. She apparently was not aware of their meeting with Laldenga. She is believed to have indicated to the Mizoram Congress president, Mr Lal Thanhawla that she welcomed initiatives to solve the Mizo problem. Mr Danmawias is close to his father and had undertaken important “missions” including an authorized visit to the MNF headquarters in the Chittagong Hill Tracts now looked after by Tawnluia. Laldenga's charisma is still relevant but hotheads like the ''tactical com¬mander" Lalrawna can create problems for him. Lalrawna's men have infiltrated into Mizoram and are in rural hideouts awaiting instructions which will include, almost certainly, threats to the ruling People’s Conference candidates and other measures to sabotage their prospects.

Apart from the underground factor, Brigadier Sailo, the Chief Minister, will have to contend with a sustained Opposition campaign against alleged corruption among his Ministers. It cannot be denied that the style of living and income levels among his Ministers and top party leaders are not what they were accustomed to.

Mr Rajiv Gandhi’s visit virtually helped to launch the party's poll campaign in the Union Territory. Meghalaya’s Captain Sangma, who went by road to Aizawl with the delegates, largely Garos (the Khasi leaders were busy with their dis¬trict council elections on March 15) addressed impromptu meetings at Vairengte, Kolosib and two other places between Silchar and Aizawl. According to party sources, the meetings were well attended with a good percentage of youths.

The Mizos are not demonstrative but are more critical than other tribals. It would appear that regionalism will be one of the issues. Brigadier Sailo, observers feel, will seek a mandate for a regional party rather than emphasize the anti-MNF line. Dr J.H. Rothuama of the Mizoram Convention, an amal¬gam of the old Janata and People’s Conference, "BBS" the breakaway group (Laldenga's brother Ngurchhina, an MLA belonging to the group) and Brigadier Sailo may come together in opposing the Congress (I), although nothing may be said formally. The Chief Minis¬ter brought Dr Rothuama into politics and he was elected to Parliament. He came under Laldenga’s influence and parted company with Brigadier Sailo. He was re-elected to the Assembly in 1979 on the P C "BBB" ticket. The Mizoram Peace Forum which consists of elements from the Mizo Zirlai Pawl and political lightweights is likely to harass both the Congress (I) and the ruling party.

The shadow of the New Delhi convention of Congress(I) MPs and MLAs over the last weekend hung heavy over the fourth meeting of the North-East Region Congress(I) Coordination Committee, held here on March 7. Most regional Congress(I) leaders did make it but seemed more worried about making it to the capital on time rather than in the deliberations.

Assam chief minister Hiteswar Saikia, Manipur chief minister Rishang Keishing and Nagaland chief minister S.C. Jamir, used IAF helicopters to fly in and out of Aizawl. The chief minister of Arunachal Pradesh, Mr Gegong Apang perhaps realising the problems of logistics, preferred to go straight to Delhi rather than attend the meeting here.

Chief guest Rajiv Gandhi, scheduled to stay two nights here on his maiden visit, made only a fleeting appearance. He flew in on the morning of March 7 in a hired aircraft, accompanied by the Union minister of state for home, Mr Ramdulari Sinha, covered the 23-km distance between the airport and the town in a heli¬copter, and flew back to Delhi the same afternoon to 'super¬vise the preparations for the capital show.

Even the number of dele¬gates was kept to a minimum: Meghalaya chief minister Capt. Williamson Sangma, who drove here from Shillong in convoy of cars, brought with him the greatest number of delegates, a dozen.

No election planning: Con¬trary to expectations, there were no formal discussions on strategy to be followed by the Congress(I) in next month's elections to the Mizoram Assembly.

The main thrust of the dis¬cussions was on the need to strengthen the party appar¬atus against regional parties. The resolution adopted said that such parties were "irrelevant" because of the emerging need for unity in diversity in the north-east. Mr Keishing even went to the ex-tent of saying that regional parties were "dangerous" be¬cause they directly or indirect¬ly helped secessionists. And yet, oddly enough, there was no call to Congressmen to launch any movement against secessionists.

A major surprise of the eco¬nomic resolution was its call to the Centre to have a fresh look at the criteria of allocation of funds for backward States and Union territories.

The coordination committee acts as the party's apex bureau in the region to further con¬tacts between the various ethnic and linguistic groups. Mr Hiteswar Saikia has been elected the new chairman of the committee, replacing Capt. Sangma, According to an Assam MLA, the significance of Mr Saikia's election is that it shows that the distrust be¬tween the Assamese lead¬ership and tribals is gradually giving way to mutual confi¬dence.
